The Marka and TURQUALITY® Programme Explained

Expenditure-based support covers individual filings abroad. Companies that run internationalisation as a programme have access to something far broader: the Marka and TURQUALITY® support under Decision No. 5973, which funds the whole process of establishing a brand in foreign markets.
Two tiers
The Marka programme is the entry tier. TURQUALITY® is Türkiye’s international branding programme, with longer support per target market and a much wider range of eligible items. Admission requires demonstrated maturity in strategic planning, brand management and corporate governance, assessed through pre-review and on-site evaluation.
Why it matters for IP
Trademark registration, renewal and protection expenses sit among the eligible items — not only the first filing. For portfolios spanning many jurisdictions this materially changes the annual budget. Consultancy, promotion and the cost of foreign units are covered as well.
Which route fits
An exporter filing in a handful of countries, with no foreign establishment yet, is better served by expenditure-based support: simpler application, faster outcome. A company with stores, distributors and marketing budgets across several markets gains far more from the Marka/TURQUALITY® route.
Either way the portfolio should be tidied first: confirm the mark is registered in every target market, that it is owned by the applying entity rather than scattered across group companies, that licences and assignments are recorded, and that use evidence is archived where non-use cancellation is a risk.
